economic development of the city, away foreign investment impacts the welfare of communities and increases distrust between citizens and authorities, and considering that every day in Barranquilla suffers increasing youth crime, in this article we will study the constitutional framework, the lineaments forth in Law 1098 of 2006 (Law on Children and Adolescents), Act 375 of 1997 (Ley de Juventud), so, to describe and analyze public policies developed by the Ministry of Social Management District to prevent and punish juvenile delinquency, which were incorporated in the policy document Integral Citizen Security Barranquilla 2012-2020.
